Staff Notifications (New 2019 version - Compatible with 3.2.5+)

This new extension will send to the groups selected and notification types selected for those group at ACP options, a notification when:

• A topic is deleted
• A post is deleted
• A topic is soft-deleted
• A post is soft-deleted
• A topic is merged
• A post is merged
• A user is banned
• A report is made (phpbb already has this notification inbuilt)

And some extra neat features was added:

• Add ACP and UCP options to enable individual notifications
• Add ACP options to select which groups should receive the notifications
• Add Avatar of the user who triggered the notification

PS: For 30€ I can add a new notification type you want in case you want to support it alone. But in any case, for each 4 sales I'll add new notifications types that I may think its worth it.
